Thanks for the comment Roger. I get that this is a rhetorical question. I'll answer anyway. From what I can tell something like 5% of the population are incapable of empathy. Seems like a small percent but it adds up to around 17 million. There are plenty of them to be in Turmp's inner circle and to staff ICE.
