I read everything up to the whole speech. Sorry, I couldn't get myself to read his whole speech because I just do not like the guy. What JDV and many US politicians - mainly right wingers - is that Europe is not like the US. Their government structure is different. They have tons of regulations. Their definition of free speech is not the same as like in the US where anything goes. And they know they are within striking distance of some dangerous countries, but are being lectured to, instead of expecting for some security participation from the US. My guess is most at the conference felt as if he was insulting their intelligence..

I found that most of the parts I excerpted were in other articles critical of Vance. I don't know if you saw what I later added as an addendum: He said: "And trust me, I say this with all humor. If American democracy can survive 10 years of Greta Thunberg's scolding, you guys can survive a few months of Elon Musk." I thought this was fracken weird. So did the audience and the media.
